I have not watched Star Trek in years, but yes, now that you mention it, Klingons and Romulans never seem to have the same issues.

Actually, the Dims are a doubletalk generator. The Star Trek version is the advanced electronic version of modern politics.
LOLBest explanation I ever heard: the Federation is all the slow proggy humans who stayed behind after all the real adventurers ran off to some kind of singulatarian adventure. The effective people are so far ahead they're off camera. :)
